The Red Road

On 18 January 2024, a contract was signed for the development of design documentation for the investment task entitled 'Transport service of the external piers of the Port of Gdynia - road part'. The contractor for the study will be Highway Sp. z o.o. of Gdansk. The scope of the contract covers the design of the road connection between the Red Road and the Outer Port by the General Directorate for National Roads and Motorways within a separate task, as well as the necessary reconstruction or construction of the required accompanying infrastructure. It is estimated that the contract completion date will be approximately 24 months.
At present, the connection between the eastern terminals in the Port of Gdynia and the national road network is via Chrzanowskiego Street, Polska Street, Janka Wiśniewskiego Street and Kwiatkowski Flyover. Due to the progressive exhaustion of the road system's capacity and its degradation, preparations are underway for the completion of an investment of key importance for the city and the region, i.e. the Red Road.
The Red Road is a key section of the last mile which, through a system of collision-free junctions and roadway sections in between, will connect the Port of Gdynia to the S6 expressway (and ultimately the S7 and the A1 motorway).
The planned Red Road on the eastern side will start in the area of the former Nauta Shipyard, near the north-western corner of Basin II of the Port of Gdynia. From there, it will be routed through an extended and partly completely new road system comprising:
- extended Polska Street (Nowa Polska),
- reconstructed grade-separated Intersection of the Victims of December '70,
- extended Janka Wiśniewskiego Street,
- extended grade-separated intersection of Janka Wiśniewskiego Street – Kwiatkowski Flyover,
- a new section leading from Kwiatkowski Flyover to the grade-separated Morska Street- Tri-City Bypass intersection, via the grade-separated Logistyczna Valley intersection.
The parameters of the Red Road will be in accordance with the guidelines for the TEN-T Trans-European Transport Network Core Network. The Red Road concept was agreed with the Municipality of Gdynia on 26 November 2020. The Port of Gdynia Authority will be responsible for the completion of the section between the Outer Port and the Karlskrona Roundabout, while the General Directorate for National Roads and Motorways will be responsible for the other sections. In parallel, work on the design documentation commissioned by the General Directorate is underway.
The construction of new traffic routes in the eastern part of the port is intended to provide a long-term development perspective for the Port of Gdynia. Thanks to this project, the Port of Gdynia will be able to function in the vicinity of the city, influencing it positively in many aspects. At the same time, the negative effects of port operations will be minimised.

At the same time, work is underway on the Technical-Economic-Environmental Study for the Red Road. The contract between General Directorate for National Roads and Motorways and the contractor Mosty Katowice was signed in October 2022. The contractor has 18 months to prepare the documentation, which will form the basis for applying for an environmental decision.

According to the provisions of the environmental decision obtained for the project, surveys for marine mammals are being carried out until the end of 2024 in the area of the project implementation.
Project funding

The project will be implemented under the project finanCe formula. A financial assembly will be provided by the private partner: the assembly will usually take into account own financing and financing provided by external financial institutions. The European Investment Bank has expressed its interest in the project: Information on the Outer Port on the EIB website.
Breakwaters

On 8 November 2023, the tender process for the selection of the breakwaters contractor in the design and build mode was published. The deadline for the submission of tenders is 18 March 2024.
PPP procedure - current stage

On 4 July 2023, invitations to tender for the selection of a Private Partner in the Outer Port project were sent to participants in the proceedings. The deadline for the submission of bids is 14 June 2024. The proceedings are listed on the Port of Gdynia Authority purchasing platform.
Location decision
- Published: 03 July 2023
On 26 June 2023, the Pomeranian Voivode issued Location Decision No. WI-III.747.1.6.2023.AM for the reservoirs and breakwaters part of the investment. Thus, another milestone in the project was reached.
Submission of an application for an environmental decision

Port of Gdynia Authority S.A. announces that an application has been submitted for the issuance of a decision on the environmental conditions of the Outer Port project. The Port of Gdynia has formally launched the procedure to select the private partner! The Port of Gdynia Authority S.A. has formally launched the tender process to select a private partner for the “Construction of the Outer Port in the Port of Gdynia” PPP project. The process is conducted as a competitive dialogue –the optimal form of tendering provided for in the Public Procurement Law and Public-Private Partnership Act for large infrastructure projects.
